Who We Are

Business and Strategies in Europe S.A. (B&S Europe) is a private Belgian consulting firm providing multi-sectorial expertise and services in developing, transition and partner countries all over the world.

Established in Brussels, Belgium, in 1991, the company provides technical assistance and framework contract services to companies, public organisations and institutions, particularly within the scope of programmes and projects financed by international or bilateral bodies. For more than 30 years now, we have been including accountability, sustainability and social responsibility in all our projects worldwide, in line with the global sustainability agenda (SDGs).

Our current permanent offices are based in Belgium, Romania, Kosovo, North Macedonia, Lebanon and Libya, gathering up to 76 staff members in total. In 2021, our offices implemented around 60 projects (more than 0.5M EUR) in 35 countries, reaching 40M EUR turnover, positioning us as one of the strongest members of the GOPA Consulting Group (GCG), Europe’s leading group of consulting firms in development cooperation.

In B&S Europe, we are committed and passionate about our work. Every person in our company is willing to make a difference in each action carried out. We have achieved a high degree of specialisation in six sectors – Governance; Justice and Rule of law; Security and Home affairs; Industrialisation and Private investment; SDG Advisory services; and Outreach, Communication and Events -, which is reflected in the high technical expertise of our culturally diverse staff and experts. Our in-house teams are a group of highly driven professionals dedicated to achieving the greatest impact through our projects across geographies. The Operations team are supported by a series of support services that ensure that each person is fully dedicated to performing its job, applying and developing its expertise.

At B&S Europe, we firmly believe that, only by respecting and understanding local cultures and ways of life, we can create sustainable solutions to the multi-faceted. Through regular field experience and close remote coordination with our teams on the ground, we stay connected to the local realities, monitoring the progress and impact of our projects. Rather than dictating solutions from the outside, B&S advocates and provides a comprehensive understanding of local culture, as well as of the political context, and constantly engages in knowledge-transfer practices. We share this understanding with our clients and our ever-growing network of experts and partners. This allows us to design adaptive and impactful programmes able to meet the needs of all clients.

Ms. Ana Fruntelata is a Project Director with more than 15 years-experience managing and delivering TA projects. She is a senior manager in development and cooperation projects with experience in the implementation of very complex projects, being capable of managing several teams and establishing coordination mechanisms to liaise with the Beneficiaries, Contracting Authorities and Consortium Partners in order to achieve optimum results in the projects. She counts on more than 13 years’ experience in the field of Institutional Reform and Good Governance, being responsible for the implementation of over Euro 30 Million of projects in Europe and Asia. Between 2016 and 2021, Ms. Ana Fruntelata was Project Manager of the EU High Level Advisers Mission to Moldova (Phase I and Phase II).

She is responsible for the whole project’s coordination as a Project Director. Possessing excellent skills in finance control and advisory, with a very extensive understanding of EU funded project management procedures, Ana is the contact point representing the Consortium person and take responsibility for the process of project implementation.


Ms. Chirnitcaia holds a degree in International Relations, and she has more than 7 years of professional experience in development cooperation, mainly in Moldova, with multiple donors, having work experience with both the European Commission and UNDP. In the last two years, she has been part of the backstopping team of the project EU High Level Advisers Mission to Moldova (2019-2021).

Possessing excellent skills in finance control, Project Management procedures, she is supporting the Project Director and involved in the day-to-day management of the contract, being the main counterpart of the Key Experts. She speaks English, Romanian, Russian, Ukrainian and has demonstrated very good communication skills with all counterparts of the projects in which she has worked, being beneficiaries, Contracting Authority etc.
