Over 1000 taxpayers participated in a new information session on cash settlement organised by the European Union High Level Advisers’ Mission and the Ministry of Finance jointly with the State Tax Service, and media support from the “Monitorul Fiscal FISC.md” periodical publication on 29 January. The event was designed to provide more information on the interpretation, application mechanisms and procedures, and provide a clear understanding of the new regulations on cash settlements.

The opening session, moderated by the Director of “Monitorul Fiscal FISC.md” publication, Rodica Musteata-Staci, was attended by the Minister of Finance, Victoria Belous, the EU High Level Adviser on Customs and Tax Policy, Rosario De Blasio, Director of the State Tax Service Olga Golban and Secretary of State of the Ministry of Finance Cristina Ixari. Keynote speakers emphasized the importance of informing taxpayers transparently and accurately regarding legislative changes, reiterating the call to continue the proactive communication between state institutions and the business environment.

Representatives of the Ministry of Finance and the State Tax Service discussed topics related to cash settlements, as well as the international restrictive measures accompanying the entry into force of the related regulations. Joining the speakers were the EU High-Level Adviser on Anti-Money Laundering and Assets Recovery and Management, Žydrūnas Bartkus and the EU High-Level Adviser on Financial Services, Nicolae Grigore who presented EU practices in this field and the benefits of implementing the concept.

The provisions of the Law on cash settlements will apply from April 1, 2025. Mainly, the law provides for limiting the value of cash transactions between two natural persons to 100 average national salaries (approximately 1.6 million lei or 80 thousand euros in 2025) for real estate transactions and to 50 average national salaries for vehicle transactions. Any payment operation exceeding these amounts ​​will have to be processed via electronic means.
